पटना युनिवर्सिटी बिल को लेकर 1916 के 1917 के बीच लम्बी जद्दोजेहद हुई। 1916 में कांग्रेस के लखनऊ सेशन में पटना युनिवर्सिटी बिल को ले कर बात हुई. इंपीरियल विधान परिषद मे 5 सितम्बर 1917 को इस बिल को पेश किया गया जिसमे वहां मौजुद लोगों से राय मांगी गई, 12 सितम्बर 1917 को इस बिल पर चर्चा हुई और मौलाना मज़हरुल हक़ द्वारा दिए गए समर्थन के कारण 23 सितम्बर 1917 को इस बिल को पास कर दिया गया।
